i have no idea what this means

I think it’s about wearing one’s hair in a ponytail tied at the bottom by the nape of the neck, more commonly a men’s style.

Low ponytails were a common feature of men’s fashion in Colonial-era America. The Original OP is saying that sometimes their low ponytail makes them look androgynous instead of the look they were aiming for.

Shortly after we stopped being a colony.

I say that almost unironically - colonial fashion was already getting heavier influence by European trends, with the increasing cultural and economic integration of the American colonies, by the time the American Revolutionary War happened (hence the mocking lyrics of “Yankee Doodle” - “The Americans are trying to imitate European style! What plebeians! Dohohohoho!"). With the French Revolution sending shockwaves through European fashion, and frontier expansion and the Industrial Revolution in the 1800s giving precedence to more ‘utilitarian’ styles (such as short hair for men, and heavier overcoats for protection from the elements) in the USA, colonial fashion was on its way out basically since we started being a ‘real’ country.
